Starting Small Cottage Business

Before I make the move to Ireland, I want to ensure I can open an "Animal Wellness Centre" which includes hydrotherapy and TTouch. I've found a lot of info regarding small incorporated businesses, but not on how to get permission to start this type of business in the West of Ireland. Any advice would be appreciated.
