how to get residency in Ireland

I have dual citizenship, American and Irish. How are others without both able to live indefinitely in Ireland or any other EU country? If someone wants to live in US, you have to get a visitor visa, a student visa, and eventually a green card or, as many do, they just evade the law and overstay their visas. Julie
