FBR with a missing document ?

Hi everyone,
I'm hoping you can help me with a question.
I qualify for Irish citizenship through my mother's father, who was born in Ireland. But I'm no longer in contact with my mother, and have no way of getting a copy of her ID.
Is it possible to proceed without it ?
