Want to move from South Africa to Dublin

I have 11 years experience as a Web Developer. I found out that Ireland recruits people outside the EU if they are on the Skills Shortage list. I did some research and found out that my skills and my wife's skills (Systems Analyst) are on the shortage list. Can I apply for a job in Ireland and then get a Work Visa? I would also eventually become a citizen of Ireland with eventually getting my parents to immigrate to Ireland after a few years. I am also bringing 2 small dogs with as I don't have any kids. The wife and I did a trip to Dublin in 2015 and thought it was wonderful, it felt so much more modern than the UK. Her sister stays in the UK but it seems like it quite difficult to get into the UK if you don't have tertiary qualifications as our skills are not on the shortage list there. What would be the correct process to do all of this? We both feel guilty leaving our parents in South Africa with all its crime and other problems but they keep telling us to make the move.

Any advice would be appreciated!.
