f-1 Visa for my daughter

I am coming from the States to attend University. When I spoke with an immigration lawyer, I was told that in order to bring my daughter with me, I would need to apply for an F-1 visa for her. When I spoke with immigration, they said I would have to apply once she arrived in Dublin. However, in order to enroll her in school, she needs a visa first.

I am a little lost at the process. Can someone give me a little advice in this area? I'll be in Limerick. I've checked with some of the schools and they seem to be full already for next year. So, what happens if I can't find a place for her in school?
