Start small business affect on Residency?

Hello,

I have an existing small, food product manufacturing business n the US and I've been thinking about setting up a 2nd factory in the EU. Ireland has me potentially interested because it has

(a) a reputation for lower taxes and regulations - and small businesses are fragile until they get going.
(b) English speaking populace with a good reputation and common law foundation.
(c) temperate climate with added benefit of ocean buffer yet connection to the rest of the EU.

I am looking for information and contacts who can tell me how to get started and -- in particular -- whether starting/owning a company which employs locals gives me grounds for permanent residency? It just doesnt' work if I get thrown out of the country every 90 days. I also need a good source of information on import laws, since a lot of my ingredients will likely have to come from out of the EU.

I know Ireland has a reputation for being small business friendly. Does it provide dedicated services to help a small business owner navigate bureaucracy and answer basic questions?
