Pet Ownership and Accommodation Safety

My biggest and really, only concern when possibly moving to Ireland, is the type of accommodation that is available for a medium sized breed dog and owner. In SA we are used to 7 feet walls around the property ensuring your dogs safety. What can I expect to get in Ireland and surrounds?
