Certificate of Prior Personal Status?

I am a non-Jewish American married to an Israeli. We recently moved to Israel. I received a 3 month visa and am now in the process of trying to obtain a 6 month work visa and eventually temporary residency. One of the requirements the Misrad Hapnim has is a certificate of prior personal status or 'Teudat mazav ishi kodem' in Hebew, along with an appostille. As far as I can tell, this document does not exist in the U.S. Has anyone every run into this problem? If so, what did you have to submit? Thanks
