Feeling lost in Italy

I have lived in Italy (Northern) for approx 2 years and made the mistake of not learning Italian as soon as moving here. Now I feel almost trapped and struggle with learning the language. I get overly anxious when hearing and not understanding or if I do understand I can not seem to find the words to reply. I have tried it all to learn, simple socialization in shops, listening to people around in stores. Reading, even Rosetta Stone. I attended a school here, but their method of teaching was rambling off some words me writing them down and expected to figure out what it was that was being said. Totally did not work for me. Any advise would be appreciate it, I truly need to find my grounding and figure out a solution for myself.
