work visa....

Does it really require 2 trips to acquire a work visa from the USA? I've been told you need 1 trip to Italy to get an employer to fill out paperwork, register with the appropriate government agencies, then return to the USA to the Embassy to fill out more paperwork to get the actual work visa before you can return to Italy to begin working. Is this true, or is there a more expeditious way to get a work visa? HELP!!!
