Medical Insurance Revisited

With all the mania going on in the states over medical insurance, I have a couple of concerns for when I move to Italy next year. I am retired at 62 (so, no Medicare until 65) and I plan to be on Italy's health care system soley for the next three years. I have two unaswered questions: (1) Will the US recognize my permanent residency status in Italy and exempt me from the new law requiring that I carrying mandatory medical insurance in the US? (2) During this period if I were to visit the US for short stays, what would be my options for covering myself during these visits should something unexpected happen (sickness or injury)? If anyone else has any ideas to share on this topic, I'd be happy to receive them.
