Cell Phones in Italy

I've used cell phones in Italy as a traveler; but now that I will be living permanently in Italy, I'd like to know what expats or Italians do to get the best deal. SIM cards from TIM, Vodafone or Wind? Or, contracts with cell service providers? Any particular phones that are popular in Italy? Also, do most people with cell service forego a land line? What about emergency ("911") calls from cells. Any other info you think is useful to the uninitiated will be helpful. Thanks!
