Conflicting Information received from good sources

I have been told by the Italian Consulate that you must apply for your visa to live in Italy in the US if you are a US citizen. Then, once obtained, you go to Italy.

With that being said, I correspond with a knowledgeable book writer, blogger who was a former US citizen. He advises me that he went to Italy first for three months on 90-day tourist visa that all Americans automatically have with their passport. Then he applied for an
Elective Residency visa, which allowed to him to live in Italy, but not work.

So which is it? Can you indeed apply for residency while over in Italy or must you only apply before you leave the US?
