USA citz moving to Italy

Hello all. Please give me advice if I should try to arrange a residents visa while still in the USA or if that can be done in Italy (assuming I have all the docs to show I am financially stable with income coming from the USA). As I tourist I know I can only stay 90 days and then have to leave for 90 before going back. How do other Americans stay legally in Italy for more than 90 days at a time. Thank you very much.
