US Health certificate for cat

I am making preparations to take my cat to Italy. I understand the shots, the chip and the vet filling out the USDA health form. My vet seems to think this form does not require a USDA endorsement. But I thought I had read that the certificate must be sent to USDA for their endorsement. Right now I have incomplete or conflicting info. Has anyone gone through this already?
