IMU and Tasi in Sicily

I thought I had this straight, but now someone has pointed me to this site explaining that I need only to pay IMU and not TASI for my apartment in Siracusa: http://www.comune.siracusa.it/images/doc/Tributi/IMU/comunicato_sito.pdf


I am a non resident.

Any advice on how to get through paying the property taxes?
