Need Legal Advice - Apartment Rental Issue

I am an International student living in Milan, Italy. Initially I used to live in a shared apartment (Personal Room) with a person who rented an apartment from an Italian person. In the month of February 2016, I took over the same (Whole apartment) from the person who was sharing the same apartment with me because he moved to another apartment. The rental contract is on his name and he promised me that he shall change the contract on my name by fixing an appointment with the owner of the apartment. Also, he told me that I have to pay the same rent from now onwards which I am regularly paying through proper bank transfer to his account. Later on, he said that he is trying to buy an apartment through bank loan and it will take him sometime to get the answer from the bank. Furthermore, he also told me that the landlord knows that he has rented his apartment to me.

During my stay, there were so many problems came inside the house such as the apartment requires paint as well as Oven and Refrigerator both have stopped working. I immediately informed to the person regarding the problems but he never replied and solved my problems. Even I asked him to give me the owner mobile number so that I can discuss with him all these issues as well as regarding contract but he refused to give me landlord contact information.

Somehow, I managed and arranged the mobile number of the landlord and made a call one day. All he told me that he is going to arrange a meeting and discuss as what to do further. On the day of meeting, I openly told to landlord that I need a contract of the apartment as well as require paint and appliances such as oven and refrigerator since I am living in your apartment from February 2016 and I am paying regularly rent. He refused to solve all the above problems and told me that If I want to make a contract then I have to pay more rent (100 euros more). Even after paying 100 euros more, he is not going to resolve my issues such as paint and providing oven and refrigerator as I have to do all my own.

Now I am living with my family in the same apartment and It looks like owner and tenant both are together. They are physically and mentally torching my family and me. Neither they are giving me contract nor resolving my issues.

Since I am an International student so I do not have local language skills in order communicate with someone. I would be very grateful if someone of you may provide me legal advices as what to do in this situation. Should I approach to local police or someone else?
