Residency and moving with the EU

Does anyone know how hard it is to move from one country in the EU to another after establishing residency in Italy?

I believe I want to stay in Italy and I am working gathering all the necessary requirement to residency in Italy. If I get their and live in Italy for a year then want to move to Portugal will I need to come back to the USA and start the process all over again?????
