ER Visa Denial Resolutions

Has anyone had experience resolving an elective residency denial? My husband and I just received a denial. We have the required financial resources however not in pensions and annuities but in interest income. A few questions;
1. Is it better to reapply vs file an appeal?
2. If one were to reapply is there a wait time on when you can reapply?
