Steps for Coesione famigliare visa

Hi there!
My husband will be attending Bocconi for his MBA in the fall, and I am wondering the best visa I should apply for to accompany him. The program is 18 months, and we plan to move back to the US afterwards.

I am gathering documents for the elective residency visa, but am wondering about the Coesione famigliare visa. From my understanding, to obtain a Coesione famigliare visa I show up in Italy this fall (without any sort of visa) and once there, go through the progresso di soggiorno process. Would I need to return to the US to get the final visa? Any guidance would be greatly appreciated.
