Residency Confirmation?

So...I applied for residency a couple of weeks ago and the official I saw told me, through a translator, that I had residency already (not sure how that happened), but that we now have to wait until my records from the Commune where I got my citizenship were sent to the Commune where I am currently living. The official I saw is currently on vacation. I am now waiting to apply for my ID and health card. I am assuming I will get some sort of confirmation in the mail once everything is confirmed, so I can apply for my ID and tessera sanitaria. Is my understanding correct?
