Car rental/Umbrella Insurance When In the US

We will be moving to Le Marche in a few days and returning every 6 months, for a month or do at a time, to visit family and friends. We will need to rent a car each time.

Does anyone know of a policy for car insurance coverage exists that we could buy on an annual basis, instead of purchasing it from the car rental company?

We are also interested in purchasing an umbrella policy, as well, if that is possible without being a US resident.. Have you had success with this?
