Why Pay high taxes on dividends?

My husband is Italian and I am British. We have dual citizenship with USA. We have lived in America for almost 20 years so all of our investments are here. We thought we could move back to Italy next year and live off our dividends if we live carefully and we have no problem with that as that is how we are and don't need a big home or own much. We lived in Tuscany about 5 years ago for 6 months and now we want to move to Liguria. All of you Americans that live there now, how do you swallow the fact that you will have to give about 26 to 29% to Italy for taxes owed on your retirement income that you have worked so hard to make? We both want to move back, but if we have to pay that much out on dividends and gains from investments we will be living on about 1800 euro a month...Seems difficult. Would love to hear your thoughts on paying higher taxes on dividends received than on regular income earned? It's more about a hard pill to swallow...
