US Banking for Expat in Italy

Hello. I'm looking for a new domestic US bank. My online bank which was running smoothly has, over the last year, started to go downhill. I can't use my ATM or I can't log into my account without having it verified to a US telephone number. I spoke with a rep from Charles Scwab since it seems to be one of the top two choices (Capital One is the 2nd and I am awaiting to hear from them). Since I am physically a resident of Italy, it doesn't matter if I have a US address, they can't open an account for me. Anyone having these issues? Can anyone suggest a reliable and not costly bank based in the US but will allow me an account being outside of the States? Thanks for the help!
