Question about Proposta di locazione

Hi there! I'm new to the forum and although i searched around, i couldn't find much info about "proposta di locazione". My bf is in Florence at the moment trying to find a rental for 7-8 months during doctoral research. He signed a proposal (with the landlord via a rental agency) for an apartment. But he found another apartment from another agency that he liked a lot better. Then he found out that you still have to pay the real agency if he backs-off from the proposal. Nothing about this in the lease proposal he signed though. Can he back-off from the proposal without having to pay the rental agency? Any suggestions or tips would be greatly appreciated since 1000 euros is a loot of money for a doctoral candidate :) Many thanks in advance for your reply!
