get my wife permanent residency / work permit?

tried the search but got mixed results.

Myself and my daughter both have italian passports, but are non resident in italy. I am non resident because the tax implications look like a pain, but perhaps I am wrong?

I own a house in Lucca.

I just applied for an italian passport for my wife but apparently that will take 3 years minimum.

Is there a way in the meantime to get my wife permission to work and stay longer in italy than 90 days per year? (self employed). Probably for 120 days to 150 days per year.

We live in the USA.
