Realtor Commissions on Rentals

We are looking to rent an apartment in Siracusa. We finally found a place but the realtor just informed me that both the landlord and ourselves pay her a one months rent (900E) for the commission. This is the first time I have run across being required to pay a commission on a rental. They also want us to sign a Proposito d'affitto irrevocabilile and pay the first month with our signature before the landlord even agrees to sign the affidavit. This is before we even negotiate the lease. Has anyone else had a similar experience?
