Long term RELIGIOUS VISA

I know a couple who would like to move to Italy under a RELIGIOUS VISA. They have been full time Ministers for about FORTY YEARS. How can they get a PERMANENT LONG TERM RELIGIOUS VISA? They have a very small income., but are self sufficient. They wish to retire to Italy to teach the Bible full time on a VOLUNTARY Basis. I would really appreciate any help offered.
