Automobile Insurance

In Palermo I had to pay €1600 a year for car insurance. Since I was a "new" driver the insurance was only minimum liability coverage with nothing else. When I moved to France I bought insurance for the same car with the same new driver and I was charged €600 per year for the best coverage available including complete comprehensive coverage. I was shocked and a bit pissed. Was it because Palermo has the worst drivers in Europe? How are your rates? What have you done for insurance? Is this just me?
