US/Italy Dual Citizens Moving for a Year

My wife and I are US with dual Italian citizenship and passports. We are moving to Italy for a year. We have made many short trips, and one three month stay. I have my codice fiscale.

Though citizens, as new residents, do we need to get a residence permit or register in some way? We will not be living in the commune where our citizenship is registered. Do we need ID cards? For a year, is it worth doing/recommended to sign up for the the Italian health insurance?

What else?
Thanks for any help.
