Citizenship-Documents must be issued within the last 6 months?

Hi everyone! I just spoke to a friend of mine whom a neighbor of theirs was in Italy trying to get their citizenship recognized and they turned them away because they said that ALL certificates( birth, etc.) presented in Italy now for Citizenship need to have been issued within the last 6 months! Does anyone have any info. on this ?

Also I just wanted to verify once again that since I am getting my citizenship recognized through JS-Jure Sanguinis do I need to prove income AND we do not need a Visa? We just travel on our passport?
