Rental Contract prior to meeting at Consulate?

I asked this question before but none of the responses answered it. So I am trying once again but will attempt to be more concise.

First let me state:
1. I am not qualified for dual citizenship as Grandfather naturalized [US] before my father was born
2. American citizen with sufficient income to qualified for Elective Residency

Part of the requirement as you know is that the applicant for Elective Residency have in hand a rental agreement in their name and registered with the local authorities. So my question is for those who have gone through this process.

1- Did you travel to Italy, find an apartment, sign a lease with all the deposits etc, then go back to US and wait for your appointment at the Italian consulate?
2-I understand assuming your meet all the criteria, [which can change on a whim] the waiting process can be up to 90 days for the granting of the ER visa. So did you simply pay the monthly lease payments while waiting for the visa OR were you able to negotiate a lease whereby your lease would begin once you were back in Italy or some other arrangement?

I have no problem paying for several months while waiting but If others have done it differently I would like to know. Thanks in advance.
