Catch 22 or perhaps not?

Located a rental property we like and are going to fly back to Italy to meet the owner and sign the lease, which i need for our interview at the Miami Italian Consulate to obtain our Elective Residency. Just got an email from the realtor telling me I need a codice fiscale, which I was under the assumption could not be obtained unless one had a ER Visa? Comments?
