More Resident-Citizenship questions

Just going over some posts & I read a post from Travelgal posted 1-25-20. According to a few answers from people on here So it would be wise to just get the PdS kit at the Post Office and fill it out and give it too the Questura so I can avoid the fees filing at the Post Office. I believe I would just need a stamp of 16euro at the Questura but the Questura does not charge for the PdS, so instead of going to file at Post office for PdS why not just file at the Questura? Then the Questura will give me a receipt & do I find a place to live before or after apply for PdS? Will I be called back to the Questura for the fingerprints at a different time? At what point do I receive Carta identity & passport? Will I get an Italian Birth Certificate? If I do when & where do I receive it? Does Italy accept Medicaid & Medicare?
