Province of Pisa - Traffic Violation

Hi,

I live in the UK and received last week a debt collection letter stating traffic violation in Province of Pisa in a rental car in 2017. I didn't nor was I made aware of this until now. The debt collection firm are not providing any proof of this infringement and they are known for buying debts from a creditor and forcing people to pay. I am disputing this. But just wanted to ask if this is a regular occurrence and if Italy still chase this after 3 years just seems very suspicious how this has come about now and no evidence has been provided?

Especially during this pandemic to send such a letter is insensitive.
