France and Italy both

Hi everyone. I’m a dual US/Italian citizen, my husband is American. We lived in Italy for a year so my husband has his CdS, then we returned to the US in 2018.

We’re now considering a move to France as our primary residence and spending just shy of 6 months per year in Italy so we can avoid being tax residents.

Would my husband’s CdS allow him to be in Italy legally for that amount of time each year?

Any info is appreciated, thanks!
