3+ month registration document?

Hello,

I've read if you are an EU Citizen and swant to notify your stay for more than 3 months the police give you a registration document.

What is this document? What is the name? Remember this is for EU Citizen not Non-EU Citizen.

It then says you can apply for a residency document at the communa so it's a different document?

I've search high and low on the EU laws but it says different things.
