Long Stay Visa

My husband and I are planning to retire to Italy this year. We would like to know the following:
1. He was born in Italy and has all documentation (properly executed) to apply to reacquire his citizenship. Will he need a long stay visa?
2. We hold the deed to property upon which we plan to build our home. Will this suffice or will we have to have a lease to an apartment?
