Apartment fittings

I am very near to completing the process for dual Italian citizenship. My husband and I have been looking at new build apartment listings in various areas we think we might want to live. Civitanova Marche comes up frequently in our searches. We were considering Rimini, but have heard to avoid it. Have searched a bit in Liguria. Would like coastal area. But this is a primary residence for us and would prefer around 80 sq. meters. So likely a sea view if we are lucky in our price range.
Those who have gone through this. I see apartments in various states.. Refurbished ones frequent have raw wires pictured without fitted kitchens, light fixtures etc, I try to write a note if I have are particular interest.
What has been your experience regarding the kitchen fittings. I would like to install my own. If so are you credited something in your purchase or is it just to be added onto purchase cost?
