Puglia - Otranto

I am coming over to Puglia to look at property in late April, in particular Otranto and the villages around. I wish to retire in the sun and have somewhere for my family to visit particularly close to the sea. I have seen various properties in Giurdignano. I currently live in England and learning Italian. My concerns are:
How developed in the English speaking community there? Do many Italians speak English, lawyers builders and more generally? Does the fact the area is on the coast keep the temperature bearable?
