Italian Bureaucracy in Bologna

I have read on this forum many complaints about the italian bureaucracy and in particular the premiss di soggiorno process. I have to admit that I am actually finding my interactions with Italian bureaucrats/government workers to be absolutely transparent and very friendly. This could be because I am living in Bologna and I have heard from many that Bologna is a particularly well run province. I was wondering if others had this experience and if so, I think this recommends Bologna as a very attractive landing spot in addition to the other reasons (I have never eaten so well and so easily in all my life).
