Permesso di Soggiorno requires filing Italian taxes?

Hello, We are US citizens, own an apartment in the US, and purchased an apartment in Italy this year. We are not ready to become tax residents in Italy and therefore know we cannot stay more than 50% of a calendar year (183 days.) If we were to pursue an ERV in order to obtain a Permesso di Soggiorno, would that automatically require us to file & pay Italian income taxes even if we are in Italy less than 183 days per year?
