Changes to the Jure Sanguinis Process?

The following information was sent to me regarding the application process for Jure Sanguinis through Italian consulates. Has anyone information on this recent change?

"The rules recently changed, you now have to go directly through the district court in the ancestors native town, it's not possible anymore to do it through the consulates."
