Dual Citizenship In Puglia

Hello, I am preparing to apply for dual US-Italian citizenship (jure sanguinis) and would like to apply in a coastal community in Puglia. Does anyone have any recommendations for a commune that is experienced (and swift) in processing the paperwork? Also grateful if anyone has more up to date information on the required length of residency during the process (I've heard wildly different views on what is required). Many thanks in advance!
