Elective residency visa

Questions
If I get my Elective Residency Visa, am I required to stay in Italy for the entire time, one year? Ideally my wife and I would like to stay in Italy for just under 6 months to avoid Italian taxes and to “try out” living in Italy before we potentially move permanently.
Next, If we do not stay 6 months and ultimately avoid paying Italian taxes, I assume that we will still qualify for the 7% tax regions that state you can not have lived in Italy for 5 years before moving to one of the 7% regions?
