Expat friendly living/retirement locations

I imagine many of my questions will be answered via forum participation, but I can say to my great surprise, after 2 summers studying and traveling thru Italy, I suffered from more culture shock coming back to the USA. I know the culture and people are welcoming, how is it dealing with local gov't officials in towns offering incentives to expats?

Do smaller towns welcome US culinary enterprise?
