Italy as a dual citizen/ husband not

Hello all!
My husband and I are considering a move to Italy. I am a dual citizen (USA/ Italy) he is not. He does have access to German dual citizenship due to changes in German laws concerning children born to German mothers rather than the old rule of fathers only. As the spouse of an Italian citizen can he receive a residency card? Would it be easier if he were an EU citizen as well? I also have a 22 year old son moving with us with US passport only. Does Italy allow close family members to move with you easily?
