Preparing to apply for my visa

The biggest question I have is in regard to securing a long term rental agreement before I apply for my Elective Residence Visa. How can I have a long term rental agreement in hand if it takes so many months to get my visa approved? Will I just be paying for a rental unit in Italy while waiting in the US for my visa to be approved? What happens if I have this rental agreement in place for 6 months or a year and my visa gets denied for whatever reason?

My other main question at this time is in regard to having a car once I make the move to Italy. I understand you can't purchase a car there until you have your residency. I understand that can take like 6 months. What do people do for transportation during that time. Renting a car seems very costly for that period of time.

I'm sure there are other questions but that should get me going for now.. Thanks in advance to anyone who can shed some light on these subject!
