Whi do you pay your taxes to 1st

Had a 250€ consult with a commercialista who supposedly knows Italian & US tax laws. One of my hangups with him is he says we are to pay US taxes 1st and then Italian tax. If you pay US tax 1st how do you deduct Italian taxes so you're not being double taxed?
