Permesso di Soggiorno Renewal

Help please. Here in Liguria we renew every 2 years...mine expires this April (it's now Jan.) so I take all the paperwork to the P.O, pay to send the packet and expect to receive my new PdiS by April/May. In Covid years yes it did take 6 months but my Questura visit is scheduled for SEPTEMBER???!!! Nine months away and a good 4-5months after my Visa expires. And the P.O. did not give me a fingerprint appt. at the Questura as has happened for the last 5 or 6 renewals.
So, my question is: are they not doing fingerprints? Can I fly to US and back with just the temp renewal papers? And if no one knows: who should I ask? Should I just go and stand in the long line at the Questura and ask?
